The paperwork is not an afterthought

Public work fails on documentation more often than on cleaning. Certified payroll, correct wage classification, certificates of insurance with the right additional-insured language, and workers' compensation on the specific state forms, because the New York State Workers' Compensation Board does not accept ACORD certificates as proof of coverage.

We treat that as part of the service rather than something the agency has to chase us for.

Prevailing wage, priced correctly

Building service work for a public agency over $1,500 falls under Article 9, and the rate is set by the NYC Comptroller based on the prevailing collective bargaining agreement. There are two traps in it that sink contractors regularly.

The Comptroller's schedule sets rates by length of service at the building rather than with the contractor, so taking over an existing account does not reset the clock to new-hire rates. Separately, and whether or not public money is involved, New York City's Displaced Building Service Workers Protection Act requires a successor contractor at a covered building to retain the incumbent staff for 90 days. Together they mean a takeover has to be priced at incumbent-tenure wages. We price it that way, which occasionally means we are not the low bid.
